Kutaisi City Council discussed the "approval of the rules for regulating the use and development of the territories of the city of Kutaisi city Municipality." With the adoption of this document, the foundation was laid for the process of working on the master plan. Rules for regulating the use and development of municipal areas include issues such as zoning the city, increasing planting coefficients, establishing parking rules during construction, and much more. Eventually, this document will protect the appearance of the city.

I have repeatedly spoken about the need for a general development plan for the city. That it is important that the city does not lose its historical appearance, that chaotic development does not take place, and that we get as many recreational zones as possible in the city. We have been working on this for a long time. I have repeatedly stated that under my self-government, no square in the city will be alienated and chaotic construction will not begin at their expense. This is my promise that I gave to the people of Kutaisi and we are actively working on it.

The general development plan of the city will be a kind of architectural constitution that no self-government can violate. This is necessary in order to have orderly, landscaped and properly planned constructions in the city.
